全國英語等級考試(Public English Test System,簡稱PETS)是教育部考試中心設(shè)計(jì)開發(fā)的面向社會的英語考試體系。它的目的是更好地為國家的改革開放和對外交往的不斷擴(kuò)大服務(wù),并為在適當(dāng)時(shí)機(jī)進(jìn)一步改革我國各種英語教育考試奠定技術(shù)基礎(chǔ)。
PETS測試的重點(diǎn)是英語交際能力。它根據(jù)國際英語教學(xué)界通行的交際語言活動模式,對語言能力進(jìn)行分類和定義。在試卷結(jié)構(gòu)上,根據(jù)不同層次的需要,設(shè)置了考查聽、說、讀、寫各種技能的題型,并確保各級別都能全面考查考生的交際能力。
PETS第三級為5個(gè)級別中的中間級,其標(biāo)準(zhǔn)相當(dāng)于我國高中畢業(yè)生在大專院校又學(xué)了兩年公共英語或自學(xué)了同等程度英語課程的水平。通過該級考試的考生,其英語水平可以滿足企事業(yè)單位行政秘書、經(jīng)理助理、一般管理人員或科技人員以及外企職員工作的需要。為滿足第三級考試培訓(xùn)和學(xué)習(xí)需要,全國英語等級考試教材編寫組在已出版成功教材的基礎(chǔ)上,根據(jù)教育部2015年《全國英語等級考試大綱》(第三級)(以下簡稱《2015版考試大綱》)組織修訂了本教材。
編寫原則
1. 以綱為綱,緊扣大綱
本書以《2015版考試大綱》為編寫依據(jù),覆蓋了《2015版考試大綱》規(guī)定的語法項(xiàng)目、功能意念語和詞匯項(xiàng)目。面向欲參加PETS三級考試的所有自學(xué)考生和培訓(xùn)班考生。
2. 模塊式結(jié)構(gòu)和實(shí)用性訓(xùn)練,便于學(xué)習(xí)和應(yīng)試相互促進(jìn)
本教材每單元均由對話/獨(dú)白、課文、單詞和短語、注釋、練習(xí)和補(bǔ)充閱讀組成,每一個(gè)模塊的設(shè)置都以考試大綱為依據(jù),以訓(xùn)練考生聽、說、讀、寫的交際能力為目的,并且在練習(xí)部分提供了與實(shí)際考試題型完全一致的實(shí)用性訓(xùn)練,既有助于考生英語交際能力和知識的提高,又能為其順利通過考試鋪平道路。

The following monologue is about the life of a famous American—Benjamin Franklin.“If you would not be forgotten as soon as you are dead and rotten, either write things worth reading, or do things worth writing.” America has never forgotten Benjamin Franklin because he did both. He became famous for being a scientist, an inventor, a statesman, a printer, a philosopher, a musician, and an economist. Today, we honor Ben Franklinas one of our Founding Fathers and as one of America’s greatest citizens. He was born in 1706 in Boston, Massachusetts. His mother and father were of Puritan religion. They left England and moved to the English colony of Massachusetts to escape persecution for their religion. Franklin left school when he was ten and worked for his father for two years. Then he went to work on his brother’s newspaper. He became the editor of this paper when he was sixteen. He went to Philadelphia then and bought his own newspaper. He worked hard and by the age of 24 he was one of the most successful men there. In 1732 Franklin published a book Poor Richard’s Almanac. Most almanacs contained information for farmers, such as information about the days and weeks of the year and about the weather. To his almanac, Franklin added wise sayings of observations about life; some of these sayings are still famous today. For example, “Early to bed, early to rise makes a man healthy, wealthy and wise,” and “Waste not, want not,” and “A penny saved is a penny earned.”
