一帶一路是新時期中國出臺的全新戰(zhàn)略倡議，它以促進(jìn)中國與相關(guān)國家互聯(lián)互通和經(jīng)貿(mào)合作為主導(dǎo)，積極推進(jìn)政策溝通、貨幣流通和民心相通。中國提出“一帶一路”倡議后，在歐洲國家，尤其的在中東歐國家引起了多元的反響，歐盟機(jī)構(gòu)也對“一帶一路”倡議表示了一定的關(guān)注，并期待這一倡議能夠與歐盟現(xiàn)有的多項工程和計劃對接�！稓W洲與“一帶一路”倡議：回應(yīng)與風(fēng)險（2019）》基本上以實地調(diào)研和訪談為依托，并根據(jù)每年一度針對歐洲國家精英開展的“一帶一路”問卷調(diào)查為基底，以風(fēng)險評估為主要研究內(nèi)容和研究特色，以政策建議為報告的亮點，集中為“一帶一路”倡議在歐洲的布局提供理論和實踐參考。
Liu Zuokui，Ph.D. in History（2005），the Senior Research Fellow of CASS and the Director of the Department of Central and Eastem European Studies，Institute of European Studies，CASS，and Secretary General of 16 + 1 Think Tanks Exchange and Cooperation Network.
Liu currently serves as the senior researcher of the Development Research Center of State Council of China，the advanced research fellow of China Foundation of International Studies and the senior researcher of Regional Security Center of CASS. He once was the visiting scholar of Mannheim University of Germany（2007），Aoyama Gakuin University of Japan（2009），Polish Institute of International Affairs（2015）and Latvian Institute of International Affairs（ 2016）.
Liu's major research interest included： Central and Eastern European Studies，Balkan Studies，European Union Integration Studies，China-EU Relations，Quantitative Research such as the Mutual Perception between China and EU and Central and Eastern European Countries，the Turkish Issues and China-Turkish Relations.
