本著公共管理碩士教育項(xiàng)目（Master of Public Administration, MPA）為政府部門和非政府公共機(jī)構(gòu)培養(yǎng)高層次、應(yīng)用型專門人才的宗旨，公共管理應(yīng)用英語的課程教學(xué)將英語語言教學(xué)和公共管理專業(yè)教學(xué)及公共管理實(shí)踐有機(jī)結(jié)合起來，著重培養(yǎng)MPA學(xué)員的英語聽、說、讀、寫、譯能力。本教材由12個(gè)單元構(gòu)成：第一單元 社會(huì)公正，第二單元 公共行政中的戰(zhàn)略計(jì)劃與管理，第三單元 生產(chǎn)力評(píng)估與測量，第四單元 榮譽(yù)與道德規(guī)范，第五單元 人事管理，第六單元 領(lǐng)導(dǎo)與責(zé)任，第七單元 管理主義與績效管理，第八單元 管理與組織理論，第九單元 政府間關(guān)系，第十單元 徹底改造政府機(jī)構(gòu)，第十一單元 公共政策及其管理，第十二單元 公共管理的定義。
每個(gè)單元由圍繞一個(gè)特定主題的兩篇課文組成。課文A代表公共管理某個(gè)領(lǐng)域的研究成果或公共部門管理的經(jīng)驗(yàn)，語言有一定難度，供教師和學(xué)員們課堂教學(xué)使用。課上討論圍繞一定的問題展開，旨在提高M(jìn)PA學(xué)員用英語思考和分析公共管理領(lǐng)域問題的能力。為了方便教學(xué)，課文A后配有生詞和短語表、注釋（難句解析和參考譯文）。課后練習(xí)包括：重要新詞匯和短語使用、課文和課外短文閱讀理解、重點(diǎn)段落翻譯、理論與實(shí)踐相結(jié)合的命題作文，目的是加強(qiáng)學(xué)員對(duì)新知識(shí)的應(yīng)用能力、對(duì)課文和課外文章的閱讀理解能力、英漢翻譯能力和英語寫作能力。課文B主要反映這個(gè)領(lǐng)域或相關(guān)領(lǐng)域的觀點(diǎn)，語言相對(duì)簡單，供學(xué)員們課外自學(xué)使用。
