This technical specification is formulated with a view to guiding the construction of high-speed railway tunnel9uniforming major technical requirements, strengthening construction management, and ensuring construction quality.
This technical specification is applicable to high-speed railway tunnel construction.
The construction of high-speed railway tunnel shall strictly comply with national laws and regulations as well as relevant technical standards, conform to design documents, meet the requirements for safety, durability and system application function of engineering structures, and ensure normal operation during designed service life.
All parties involved in the construction shall standardize the management system, manning, onsite management and process control, and achieve such construction management targets as quality, safety, construction period, investment benefit, environmental protection and technological innovation.
Mechanized construction, member prefabrication in plant, specialized construction and information technology shall be irutiatively utilized in the construction of high-speed railway tunnel.
During the construction of high-speed railway tunnel, great importance shall be attached to geological verification, geological prediction and monitoring and measurement, and strict control shall be made on the construction quality of key works such as advance support, primary support, foundation base treatment, waterproofing9 drainage and secondary lining.
During the construction of high-speed railway tunnel, on-site management shall be strengthened, site layout shall be standardized, and HSE (Health, Safety and Environment) management shall be enhanced During the construction of high-speed railway tunnel, attentions shall be paid to the identification, evaluation, prevention, monitoring, emergency response and engineering treatment against geological disasters so as to minimize these disasters and their impacts.
During the construction of high-speed railway tunnel, risk management shall be carried out according to specific conditions of the site by means of risk planning, risk identification, risk evaluation, risk assessment, risk control, etc. And special construction plans and emergency plans shall be developed
Construction of high-speed railway tunnel shall be on the basis of the protection measures specified in the scheme and design approved by the cultural relic protection administrative department, if cultural relics protection units and other cultural relic sites are involved
Construction of high-speed railway tunnel shall strictly comply with relevant national laws, regulations and technical standards on resource saving, energy saving and emission reduction, and the technical measures for energy saving and emission reduction shall be formulated and implemented, taking into account engineering characteristics and construction environment.
For high-speed railway tunnel construction, construction emergency rescue organization shall be established and equipped with rescue facilities according to relevant regulations of China Railway Corporation
This technical specification is prepared based on the revision to Technical Guide for Construction o f High-speed Railway Tunnel (Document Tie Jian She [2010] No. 241) issued by the former Ministry of Railways, according to the requirements for building the railway engineering construction standard system of China Railway Corporation
In preparing this technical specification, coordination is effected with current national standards, professional standards and relevant standards of China Railway Corporation, the contents in the \"Guide\" which are not in accordance with the characteristics and requirements of railway construction projects of China Railway Corporation are adjusted, the experience gained in the construction and operation of high-speed railway tunnel of China Railway Corporation is absorbed, and the partial revisions of relevant standards made in the meantime are incorporated. This specification provides technical support for the quality and safety of railway construction of China Railway Corporation
